New York’s Staten Island. It has been determined that a guy who allegedly exposed himself to a woman on the Staten Island Railway, then attacked and robbed her in a train car in Tottenville, is mentally unfit to stand trial.
According to a mental evaluation ordered by the court, Luis Marrero is unable to defend himself because he does not comprehend the charges against him.
