N.Y. Gov. Hochul signs new law to help thousands of seniors stay warm this winter

New York’s Staten Island — A measure approved by Governor Kathy Hochul will let more seniors apply for heating assistance and increase access to the Home Energy Assistance Program (HEAP).

The law guarantees that information and instructions on enrolling in HEAP, a program that assists low-income households in paying their energy bills, would be provided to applicants and members of the Elderly Pharmaceutical Coverage Program (EPIC).

Each application for EPIC will include information about HEAP enrollment, and each participant will get an annual notice from the Department of Health (DOH), which oversees EPIC.

According to Hochul, initiatives like HEAP assist hardworking New Yorkers recoup their costs and heat their homes during the bitterly cold months. We’re making every effort to address the affordability challenge, from increasing the minimum wage to our proposed inflation refund checks.

Hochul only last month promised more financing to help lower heating and energy bills for low-to-middle-income households and elderly.

Up to $996 in heating assistance is available to New Yorkers who provide care for vulnerable family members through HEAP, such as individuals with disabilities, seniors 60 years of age or older, or children under six.

The most vulnerable senior adults in New York will be protected from the cold without having to pay extra for home heating thanks to this significant legislation, according to New York State Health Commissioner Dr. James McDonald. New York has some of the harshest winter temperatures in the country.

More than $397 million has already been given back to New Yorkers under the program.

On November 1, 2024, applications for the Regular HEAP benefit became available.
