New Rochelle Authorities Make Arrest in Abandoned Dog Investigation!

In a troubling case of animal abandonment that shocked residents of New Rochelle, New York, law enforcement officials have made a significant breakthrough. The incident, which unfolded on June 11, 2024, was captured on a security camera belonging to a local family, shedding light on a distressing act of neglect.

The footage revealed a white car parked along Lotus Road, where a woman exited the vehicle and proceeded to let a small dog out of the passenger side. Shockingly, she then abandoned the dog, driving away and leaving the helpless animal to fend for itself in the middle of the road.

The video quickly circulated on social media, prompting an outcry from concerned citizens and animal advocates alike. The Westchester SPCA (Society for the Prevention of Cruelty to Animals) launched an urgent appeal for information, urging the public to come forward with any details that could lead to the identification of the culprit.

Under New York State law, abandoning an animal is considered a serious offense. According to Agriculture & Markets Law § 355, individuals who abandon or leave an animal to die in a public place can face misdemeanor charges. The severity of these charges underscores the legal and ethical responsibility that pet owners bear toward their animals.

Fortunately, the SPCA Westchester’s efforts yielded results when an anonymous tipster contacted their Confidential Animal Cruelty Hotline with crucial information. With assistance from the New Rochelle Police Department, law enforcement swiftly identified the suspect as Marissa Levy.

On June 12, 2024, the SPCA Westchester announced a breakthrough in the case, confirming Levy’s arrest and subsequent charges of animal abandonment. The arrest was a collaborative effort involving the SPCA Westchester’s Humane Law Enforcement Unit, under the leadership of Ernest Lungaro, and local law enforcement agencies.
