Free spay/neuter services for cats and dogs are available to low-income pet owners in the five boroughs who can provide documentation of public assistance, such as poverty, Medicaid, Medicare, Supplemental Security Income (SSI), disability, food stamps, TANF (Temporary Assistance for Needy Families), or public housing. No bathing facility, including beaches in New York City, allows dogs. However, leashed dogs are permitted on the boardwalk and sand at Midland Beach and South Beach from October 1 to May 1.
At Midland Beach and South Beach, dogs on leashes are permitted on the boardwalk/promenade.
